Cabbagetown is almost definitely a bad place to be. The whole song takes on a dismal tone, while the lyrics speak of depressing concepts. Both the first verse and the chorus point out that it is impossible to get out of the town. Nothing the singer can say will get him out of the now, and if he ever does get out, he'll return. Then we have the second verse, which illustrates the sad lives of two denizens of Cabbagetown. The singer's grandpa is falling into the sea. Not a happy thing. Then his uncle Jack (Daniels?) is portrayed as a two-fisted drinker.

One possible reading of the song is that it is about the failure of communication. To see this, note the references to talking to animals, attempting and failing to talk (possibly because of drunkenness), and the inability of speech to get anthing done. Also present are copious grammatical errors.

Another possibly relevant point is that Cabbagetown was the original name of Toronto, Canada. This is the only instance of a real Cabbagetown known at this point. This may or may not be known to the Johns.
