This song is pretty obscure. Turning off one's hearing aid is a way of saying that he is not listening. We can infer that the singer does not care about other people's concerns; "Sometimes I feel sorry for him, usually I can't." Other than that, nothing is very clear but the wordplay at the very beginning of the song, alluding to "Frosty the Snowman."
