The most likely reading of this song is that the narrator does not in fact have an evil twin, but pretends to to get out of difficulties. Some have suggested split personalities, but it is a quite common half-joke to say that one's evil twin is responsible for one's misdeeds. The song is really sillier lyrically than it sounds at first. There are some near-rhyme jokes, like "I want to begin" instead of "I want to end" and "see you leave" instead of "see you go." The whole song is about a man who knows what is right and what is wrong, yet, breaks the rules on purpose and makes up silly excuses about it. A particularly funny line that reveals the identity of the evil twin (as the narrator) is: "I know he looks like me / hates work like me / and walks like me / He's even got a twin like me." The rest of the song simply describes the things the singer gets away with due to his evil twin.
