I find this song pretty interesting. Here's this guy, The Ugliness Man, and he threatens to do all these really nasty things to him (writing on his head, balancing a glass of milk where his friend was killed, etc.), yet the only thing Mr. Horrible says is "I don't mind" (sounding like he's a victim rather than someone really horrible) "the thing that bothers me is, someone keeps moving my chair" -- again, sounding really innocuous. Sounds to me like the roles are reserved and the Ugliness Man is really the horrible one.

If this song is really about an episode of Kids in the Hall, then it's an episode that I've never seen. And remember that I've got eight six hour tapes full of KITH episodes. The closest one I can think of is the sketch where Darryl is working as a waiter, and Malet (The Bum) comes up and asks for a cigarette from the lady that's dining there. That's as close as I can think of, and keep in mind that I'm the biggest KITHie on earth.

In my opinion, the song is about a man who is only really annoyed by one little thing; that someone keeps moving his chair. It's really pretty self explanitory.

Mr. Horrible is interested in being left alone, wanting no change in his life, a very passive fellow. However, someone keeps moving his chair, preventing him from continuing his immobile state. The "something unpleasant" that "has spilled on his brain" are new ideas that are disturbing to him.
